microencapsulated thread locker suspension? Torque settings

Fitting new shocks on GS - question Is microencapsulated a fancy Loctite name? Presuming one can re use the bolts with a dab of loctite (blue) although BMW recommend replacing the bolts? Also does anyone have a link to online BMW manuals seeking to clarify Torque settings - thanks...
