cant undo the petrol tank filler cap R65

How can I fix this?
I noticed the rubber ring for the fuel cap on my R65 has broken up so I removed the bits and put the fuel cap back on.

Now I cant get the cap off the tank - have tried pushing down & pulling up on the cap but it wont undo.
The cap is' not locked with the key so that is not the issue.

I am open to your suggestions how I can fix this.
